1. The Republic of Indonesia has received financing from the Asian Development Bank (ADB) toward the cost of Emergency Assistance for Rehabilitation and Reconstruction. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Ministry of Transportation (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of Package Civil Works (CW) Sea Port 3: Works for Reconstruction of Pantoloan Terminal (“the Works”).

3. Open competitive bidding (National Advertisement) will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications should participate in this bidding:

A. Financial qualifications:

a) For single entity, minimum annual contract turnover (ACTO) of IDR 97,434,000,000.- within the last 3 (three) years (2018 – 2020);

b) For joint venture, one partner must meet minimum 40% of the required minimum ACTO of IDR 97,434,000,000.- each partner must meet minimum 25% of the required minimum ACTO of IDR 97,434,000,000.- and the combined turnover of all joint venture members must meet the required minimum ACTO of IDR 97,434,000,000.- within the last 3 (three) years;

c) For single entity, the bidder must demonstrate that its financial resources, less the financial obligations for current contract commitments meet or exceed

IDR 14,700,000,000.-;

d) For joint venture, one partner must demonstrate that its financial resources, less the financial obligations for current contract commitments meet or exceed

Rp. 5,880,000,000.- each partner in the joint venture must demonstrate its financial resources, less the obligations for current contract commitments meet or exceed

IDR 3,675,000,000.- and the combined financial resources of the joint venture, less the obligations for current contract commitments meet or exceed IDR 14,700,000,000.-.

B. Construction Experience

a) Experience of contract similar size and nature:

Participation as a contractor, Joint Venture partner, or Subcontractor, in at least one contract that has been successfully or substantially completed within the last 5 (five) years (2016 – 2020) and that is similar to the proposed works, where the value of the Bidder’s participation exceed IDR 38,975,000,000.-

b) Experience in key activities:

The similarity of the Bidder’s participation shall be based on:

1) Construction of Jetties with minimum length 50 m;

2) Piling foundation works with minimum 20 meters for the landside;

3) Construction of building with minimum area of 1,500 m2 and its associated mechanical and electrical works.

6. In view of COVID-19 pandemic, an electronic version of the Bidding Documents is available free of charge upon application to the contact person above.

7. Deliver your bid

• to the address of Biro LPPBMN, Karya Building, 7th Floor, Jl. Medan Merdeka Barat No. 8, Central Jakarta, DKI Jakarta 10110

• on or before the deadline: 24 August 2021, 15:00 WIB

• together with a Bid Security as described in the Bidding Document

Bids will be opened immediately after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend. COVID-19 Health protocol will be strictly applied during the bid opening.

8. When comparing Bids, Domestic Preference will be not applicable as stipulated in the Bidding Document.
